Lt Col Cowley , App College C.O 1987-90s whereabouts??

Hi All, Could anyone help me with the Whereabouts of (then) Lt Col V.C Cowley who was Commanding officer of the Apprentice College between 1987 to at least 1989?
I would really like to get in touch with him, Anyone who was in the college at the time would know how friendly he was and how he used to carry a file with every Apprentices photo and resume around with him for months, so that he could put a name to a face, I'd never seen anything like it during my whole army career.

I saw him about 10 years ago.  He was living in Dulverton in Devon.

During my time at the collage he was a major, OC B'Coy great guy.
